New York

In January 2022, New York expanded its retail sports betting law to permit online apps and quickly became the biggest mobile betting market in the US.

That has led to high hopes that it would seek to repeat that success with online casinos. Senator Joseph Addabbo has led that effort but has come up short in 2022, 2023, and now 2024. His work is bound to continue, but faces continued resistance from brick-and-mortar casino employees’ unions.

Meanwhile, Governor Kathy Hochul has said she won’t consider legalizing online casinos until licensing has been completed for the new downstate retail casinos. That is proving to be a painfully slow process.
