West Virginia

West Virginia is unusual for having created an open, competitive iGaming market despite a small population of just 1.8 million. Other similarly-sized states (CT, DE & RI) that legalized online casinos have chosen to allow only one or two operators.

Brands trickled into the Mountain State at first, as many operators’ attention was on larger markets. However, its perceived importance grew as further iGaming expansion efforts fizzled out and the sports betting industry faced headwinds. Through 2022 and the first half of 2023, it was the fastest-growing online casino market in the US.

Online casinos in West Virginia operate in partnership with one of its five gaming properties: four racetrack-casinos or the state’s only standalone retail casino, The Greenbrier. Each can have up to three partners, allowing for a theoretical maximum of 15 brands in the state, though it hasn’t hit that limit yet.
