Crown-Operated Markets: BC, Manitoba, Saskatchewan, Quebec and Atlantic Canada

British Columbia

British Columbia offers online casino games through PlayNow.com, run by BCLC. It is the only legal online casino in the province. Minimum age is 19.

Manitoba

Manitoba uses the same PlayNow.com platform under Manitoba Liquor & Lotteries. Players must be 18 or older.

Saskatchewan

Saskatchewan also runs on PlayNow.com. SIGA holds the exclusive right to offer online gaming, with SaskGaming operating the site on BCLC’s platform. Minimum age is 19.

Quebec

Quebec has one legal online casino, lotoquebec.com, run by Loto-Québec. Whether the province should open its market to private operators is an active political debate, but for now the Crown site is the only regulated choice. Players must be 18 or older.

Atlantic Canada

New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland & Labrador share Atlantic Lottery, which offers casino games, lottery and sports betting at ALC.ca. The minimum age is 19 in most of the region.

Yukon, the Northwest Territories and Nunavut have no territorial online casino. Residents can buy lottery products through the Western Canada Lottery Corporation, but there is no regulated real-money casino site. Any real-money casino site reachable there is offshore, with the trade-offs covered in the next section.

Provincial rules change regularly. Follow our Canadian gambling news for updates as markets open, expand or shift policy.

Regulated vs. Offshore Sites: What the Difference Actually Means

The practical difference is recourse. A provincially regulated site answers to a Canadian body that can step in if a payout is withheld or a complaint goes unresolved. An offshore site answers only to the jurisdiction that licensed it, if any.

Disputes. On a regulated site, you complain to the operator first, then escalate to the provincial regulator or Crown corporation. Offshore, your only route is the overseas licensing body, and some have no formal complaints process at all.

Responsible gambling tools. Regulated operators must offer deposit limits, time-outs and self-exclusion, and a provincial self-exclusion applies across every licensed site. Offshore sites set their own rules, and they don’t see provincial self-exclusion lists.

Payments. Regulated sites handle Canadian dollars and Canadian banking as standard. Offshore, currency and payment options vary, and a blocked or delayed withdrawal has no Canadian backstop.

Advertising. Ontario and Alberta tightly restrict how licensed operators can market, including limits on promoting inducements. Offshore operators aren’t bound by those standards.

Where the law stands. Canadian law targets people who run unlicensed gambling, not individual players, so using an offshore site isn’t itself a criminal offence for you. But the protections in the table above don’t apply. If something goes wrong, there is no provincial regulator to call.

Responsible Gambling for Canadian Players

Online gambling should always be treated as entertainment, not as a way to make money or recover losses. Every regulated Canadian site provides deposit limits, time-outs and self-exclusion, and free, confidential support is available in every province for anyone worried about their own play or a loved one’s.

Frequently Asked Questions

Yes, but each province sets its own rules. Ontario and Alberta license private operators, BC, Manitoba, Saskatchewan, Quebec and the Atlantic provinces each offer one Crown-run site, and the three territories have no regulated online casino. Check your province’s model before you play, since a site legal in one province may not be in another.

Ontario and Alberta. Ontario’s market is overseen by AGCO and iGaming Ontario, while Alberta’s is run by the AGLC and the Alberta iGaming Corporation. In both, licensed commercial brands operate alongside the province’s own site: OLG.ca in Ontario and PlayAlberta in Alberta. Every other province limits regulated online casino play to its Crown site.

It depends on the province. The minimum age is 18 in Alberta, Manitoba and Quebec, and 19 in Ontario, British Columbia, Saskatchewan, New Brunswick, Nova Scotia and Newfoundland and Labrador. Regulated sites verify your age and identity before you can withdraw. The full breakdown, including PEI and the territories, is in the provincial table above.

Not for the player. Canadian law targets people who operate unlicensed gambling, not individuals who play. However, offshore sites aren’t overseen by any Canadian regulator, so provincial dispute processes, self-exclusion programs and payment protections don’t apply. If a withdrawal is refused, your only recourse is the overseas licensing body, if one exists.

Generally no. Recreational gambling winnings aren’t considered taxable income in Canada, whether they come from a provincial site or a licensed private operator. Different rules can apply if gambling is treated as a business. For a province-specific example, see our guide to gambling tax in Alberta, and speak to a tax professional about your situation.

Bonus.com Canada is an independent review site that helps Canadian players understand and compare legal online casinos and sportsbooks. We publish operator reviews, provincial gambling guides, market news and analysis. Bonus.com doesn’t run any gambling product itself, and we test every operator we review with real accounts before scoring it.

Bonus.com is funded through affiliate commissions. When a reader signs up with an operator through a link on this site, we may earn a commission at no cost to the reader. These partnerships don’t influence our rankings, scores or editorial coverage, which follow the published Bonus Power Index (BPI) criteria.
