Three Years On, Ontario’s Gross Online Gambling Revenue Surpasses $7 Billion

Three years after launching commercial online gambling, iGaming Ontario (iGO) data confirms that Ontario operators earned over $7 billion in gross revenue since 2022.

On Thursday, iGO released its market performance report for year three of Ontario’s maturing online market (April 1, 2024, through March 31, 2025).

Among the highlights, iGO’s data shows that Ontarians wagered $82.7 billion with online casino and betting operators in year three, a 31% increase over 2023-24. Meanwhile, those operators collectively held on to $3.2 billion in gross gaming revenue (GGR), and the province added about $640 million to its tax coffers. These stats, iGO says, are evidence of “robust year-over-year growth.”

In the report, iGO’s board chair, Heidi Reinhart, said the numbers indicate that Ontario operates a “truly dynamic” market.

These results show Ontario is home to a truly dynamic igaming market with a strong roster of operators, and a world-class list of games available for players. With 49 operators offering 84 gaming sites, Ontario’s regulated market continues to grow by offering a safer environment for Ontarians to play.

Online casinos maintain Ontario dominance

As expected, online casinos dominated Ontario’s market in year three.

Of the nearly $83 billion in wagers, Ontario’s online casinos drove almost $70 billion, up 34% over 2023-24. In contrast, sports betting accounted for $11.4 billion of the total handle (up 17% year-over-year) and poker for $1.7 billion (an increase of 2%).

On the revenue side, things looked much the same:

  • Casino revenue hit $2.4 billion (up 36% YOY)
  • Betting revenue reached $724 million (a 23% increase)
  • Peer-to-peer poker revenue remained stable at $66 million

Altogether, FY3’s total gross revenue of $3.21 billion shows a 33.8% improvement over year two ($2.4 billion) and 129% over year one ($1.4 billion).

The market’s full three-year performance follows a similar pattern:

  • Online casinos — $5.15 billion
  • Sports betting — $1.75 billion
  • Poker — $172.4 million

Overall, online casinos have commanded 73% of Ontario’s total gross gaming revenue since the market’s April 2022 launch. In contrast, sports betting has driven 25% of total revenue, while poker accounts for just 2%.

Importantly, these numbers only reflect the results of Ontario’s commercial market. Revenue captured by the Ontario Lottery and Gaming Corporation (OLG) is reported separately on an annual basis.

However, previous data has indicated that OLG, which returns all proceeds to the province, typically commands revenues equal to about 20% of Ontario’s online market. That means Ontario’s total online revenue for 2024-25 could be closer to $4 billion.

Ontario players overwhelmingly choose regulation

On the player side, the data shows that active player accounts grew by 283% between year one (277,000) and year three (1,061,000).

Meanwhile, spending-wise, average monthly revenue per player account also grew dramatically, from $158 in the first year to $278 in year three (76%). Over the market’s full three years, the average monthly spend per player account is $271.

With the report, we also learned the results of the latest IPSOS study commissioned by iGO and the Alcohol and Gaming Commission of Ontario (AGCO).

According to IPSOS findings, almost 84% of Ontario gamblers play on legal, regulated sites, representing a stark change from before the market opened. At the time, an estimated 70% of online gambling was happening on unregulated platforms.

However, while only 16.3% of respondents admitted gambling on illegal sites, 20.2% of those playing by the book have also wagered on unvetted platforms.

AGCO said this reality “underscores that a notable amount of gaming continues to occur on unregulated sites.”

The Commission noted that those players are not protected by Ontario’s “high standards of game integrity and player protections.” For this reason, AGCO said it will continue efforts to “address illegal gambling and to increase public awareness” about the regulation’s benefits.

Today, Ontario licenses 49 operators (50 with OLG) and over 80 online brands, including BetMGM, SlotsMagic, and Caesars Palace.
