Governor Stitt Vetoes Oklahoma Sweepstakes Casino Ban Bill

Governor Kevin Stitt vetoed Oklahoma’s sweepstakes casino ban bill, keeping dual-currency gaming legal for now ahead of a possible override vote.

If you were a sweepstakes casino operator in Oklahoma yesterday, you probably breathed a sigh of relief.  

Governor Kevin Stitt just threw a wrench into the state’s plan to ban these platforms, vetoing Senate Bill 1589 on May 13. 

While the legislature was ready to bring felony charges and talk racketeering, Stitt basically told them to hold their horses. 

What Was Oklahoma SB 1589?

SB 1589 was a full-on attack on the “dual currency” model that sweepstakes casinos use to stay legal. The bill wanted to: 

  • Upgrade to a felony: Operating these sites would have been a Class C2 felony. 
  • Collecting every fish in the pond: It wasn’t just the owners in trouble; it targeted everyone from advertisers to the tech companies that help verify where players are located. 
  • Give tribes the win: Since tribal casinos pay the state for exclusive gaming rights, they saw this bill as a way to clear out the competition once and for all. 

Why Did Stitt Veto the Bill? 

Stitt hasn’t given a long, flowery speech explaining himself yet, but everyone in the industry knows the score. He has been in a long-term fight with the state’s tribes over sports betting. 

By vetoing the ban, he is effectively keeping the sweepstakes market alive as a bargaining chip.  

Still wants a sports betting deal that allows big commercial names like DraftKings to play in Oklahoma, while the tribes want to keep the keys to the castle for themselves. By refusing to ban their competition, he is essentially saying he won’t help the tribes until they help him. 

What Happens Now?

The drama is far from over. Here are the three lifelines Oklahoma can take next: 

  1. The override: Lawmakers have until May 29 to try to override the veto. Since the bill passed with huge numbers originally (48-0 in the Senate), they definitely have the muscle to do it if they want to fight the governor. 
  2. The bargain: Stitt and the tribes could finally sit down and trade the sweepstakes ban for a legalized sports betting deal that makes everyone happy. 
  3. The ballot box: There is a push for a November 2026 ballot measure that would let the voters decide on sports betting. If that passes, it might change the whole scenery and make the sweepstakes debate yesterday’s news. 

Has This Happened Anywhere Else?

Actually, yes. While Oklahoma is the latest to have a “veto party,” other states have seen similar drama. 

Governors in states like Kentucky and Michigan have previously rebelled against broad gambling bans if they felt the bills were too chaotic, or if they wanted to use the issue as leverage for other tax or sports betting goals. 

For now, sweepstakes stays in Oklahoma. These platforms live to spin another day, but with a May 29 deadline around the corner for a veto override, the clock is ticking.
