PENN Entertainment Launches Hollywood Casino App in West Virginia

Hollywood Casino at Charles Town Races is the new top online casino license holder in WV.

PENN Entertainment has officially launched its standalone Hollywood Casino app in West Virginia, marking another milestone in its omnichannel gaming strategy. The app, which went live following successful rollouts in Pennsylvania, Michigan, and New Jersey, aims to capitalize on the strong cross-play between retail and online gaming observed in the state.

PENN Looking For Retail, Online Crossover

At their Q2 2025 earnings presentation, PENN reported that retail customers at Hollywood Casino who engage with the brand’s online app significantly increase their spending with the company. In Pennsylvania, retail play rose by 19% year-over-year in the first half of 2025, with online play surging by 133%. Michigan saw even stronger results, with retail play up 28% and online play up 242%. CEO Jay Snowden highlighted the strength of the online casino app during the earnings call, noting sequential month-over-month growth and record-breaking monthly gross gaming revenue (GGR) in July for both Pennsylvania and Michigan. Todd George, EVP of Operations, added:

“We’re seeing great migration and cross-play between retail and online, but also the cross-sell between sportsbook and iCasino has been very, very healthy.”

The Hollywood Casino app features games developed by both PENN’S in-house team and NetEnt, one of the top online casino developers in the industry. Regardless of the game provider, Hollywood Casino remains dedicated to giving users a casino-first experience, with a focus on table games and exclusive slots. The company plans to launch the app in additional iGaming markets — including Ontario — pending regulatory approvals.

PENN’s Existing Presence in West Virginia

PENN Entertainment’s Hollywood Casino at Charles Town Races features over 2,000 slot machines, 75 table games, a poker room, and a retail sportsbook. The facility, set in Jefferson County near the Maryland and Virginia borders, attracts a diverse clientele due to its proximity to the Washington, D.C., metro area.

Beyond its expansive gaming floor, which includes popular titles from developers like PENN Game Studios and NetEnt, the casino offers a range of amenities such as fine dining at the Final Cut Steakhouse, casual eateries, and live music events. Its racetrack, operational since 1933, hosts hundreds of race days annually.

This strong physical presence provides a solid foundation for the launch of the Hollywood Casino, which will be the 12th online casino app to go live in the Mountaineer state.
