Bonus TL;DR
- The Tunica-Biloxi Tribe of Louisiana launched SaltTrade Derivatives, marking the first time a sovereign tribal nation has rolled out a prediction market app, utilizing Kalshi’s federally regulated exchange infrastructure.
- The venture operates under a conditional CFTC no-action framework that allows the tribal subdivision to manage the customer-facing application while relying on Kalshi for back-end clearing, matching, and market surveillance.
The Tunica-Biloxi Tribe of Louisiana said Sept. 18 it has launched what it described as the first tribal nation prediction market app, with the offering operating through SaltTrade Derivatives and powered by Kalshi.
The announcement matters because it brings a tribal nation into the regulated U.S. event-contract market at a time when prediction markets remain under close scrutiny from the Commodity Futures Trading Commission. The Tribe said the venture follows a conditional no-action letter from the CFTC and will operate in markets that remain under the agency’s jurisdiction.
Launch runs through SaltTrade Derivatives and Kalshi
According to the announcement, SaltTrade Derivatives is a newly established subdivision of a Tribal-owned enterprise. The app is intended to let participants trade event contracts tied to future events in a structured marketplace on Kalshi, which the release described as the first regulated prediction market in the United States.
The Tribe said the new business is part of a broader economic diversification effort aimed at supporting economic independence and generating sustainable revenue for future generations.
In a statement, Tunica-Biloxi Chairman Marshall Pierite said, “This partnership represents exactly the type of opportunity Indian Country should be pursuing, where Tribes are owners, innovators and leaders, not just participants.”
Pierite also said, “Tribal nations possess the business expertise to compete in the most innovative areas of the American economy.”
CFTC relief is central to the rollout
The release said the venture follows conditional no-action relief issued by CFTC staff. It also said SaltTrade Derivatives will not be registered with the CFTC and instead will rely on that conditional relief, while the underlying event-contract and derivatives markets remain subject to CFTC oversight.
That regulatory detail is a key part of the launch because it outlines how the Tribe and its new subdivision say they can enter the sector without direct CFTC registration for SaltTrade itself.
Kalshi CEO Tarek Mansour said the partnership shows “regulated national infrastructure and Tribal entrepreneurship can develop together.” He added that “Indian Country should have more paths to economic self-determination, not fewer and we’re proud to partner with the Tunica-Biloxi Tribe as the first tribal nation to enter prediction markets.”
What comes next
The announcement did not give a public launch date beyond saying the app has been launched, and it did not specify which event-contract markets will be offered first.
The Tribe, which is headquartered in Marksville, Louisiana, said the venture could expand into other offerings as opportunities arise. For now, the launch is notable as an early test case for whether other tribes may pursue similar prediction-market partnerships under the current federal regulatory framework.
