An Illinois online casino no deposit bonus is the most common welcome offer in the state. Almost every sweepstakes casino credits free Gold Coins and a small amount of Sweeps Coins when you register, sometimes after you verify your account. It is the lowest-risk way to test a site’s games, app, and redemption process.
The best Illinois online casinos right now are sweepstakes-model sites, as real money online casinos are not licensed in the state. You can play slots, blackjack, roulette, and live dealer games with free virtual currency and claim an Illinois online casino bonus on sign-up, with no purchase ever required...Read More
Winnings in Sweeps Coins can be redeemed for cash or gift cards once you meet a site's playthrough and minimum redemption rules. The catch is that the Illinois Gaming Board considers these sites unlicensed and sent cease-and-desist letters to 65 operators in February 2026. Most still accept Illinois players, but a few have left, so availability can change.
Below, compare the top-rated sites accepting Illinois players, each current welcome bonus, and how redemptions work. For other states and real money markets, see our full guide to online casinos.

Illinois Online Casinos: Quick Facts
What Illinois Players Have Going For Them
- Sites are still accessible. The majority of operators named in the state's February 2026 enforcement action continue to accept Illinois players, including several of the largest platforms in the category.
- Cash and gift card redemptions are available. Play through your free Sweeps Coins and you can redeem for cash by bank transfer or digital wallet, or take a gift card instead.
- You never have to spend anything. Every legitimate site offers a free entry method, plus daily login bonuses that keep your balance topped up.
- The game libraries are real. Top sites carry 500 to 1,000-plus titles from the same studios supplying regulated casinos in Michigan, New Jersey, and Pennsylvania.
- Illinois has 17 licensed retail casinos. Statewide casino revenue hit a record $1.9 billion in 2025, with new properties in Chicago, the Southland, and Rockford.
- Online sports betting is fully legal and enormous. Illinois took $1.39 billion in wagers in March 2026 alone, second only to New York.
- Video gaming terminals are everywhere. Roughly 48,700 machines across nearly 8,700 licensed bars, restaurants, and truck stops, the largest VGT network in the country.
Where Illinois Falls Short
- No real money online casinos. HB 4797, the Internet Gaming Act, was filed in February 2026 and stalled in committee without reaching a House floor vote, the fourth straight year the effort has failed.
- VGT and labor opposition is the roadblock. Bar and restaurant operators who depend on terminal revenue have consistently fought iGaming over cannibalization, and House Gaming Committee leadership has called those concerns well founded.
- The state considers current online casinos illegal. The Illinois Gaming Board and Attorney General's office issued 65 cease-and-desist letters in February 2026. Operators dispute the position, but you are playing on sites the regulator says should not be serving you.
- Availability is unstable. Several operators have already blocked Illinois, including one of the biggest names in the category. Others could follow with little notice.
- SB 1705 is still alive. The carryover bill would explicitly reclassify these platforms as illegal gambling devices, giving prosecutors more leverage.
- Prediction markets are contested too. The Gaming Board has issued cease-and-desist letters to Kalshi, Robinhood, Crypto.com, and Polymarket, and the resulting litigation is unresolved.
Illinois Online Casino Bonuses
Illinois online casino bonuses come in four main forms, and most top sites offer at least three of them. Every welcome offer on our list includes a no-purchase component, so you can try a site before deciding whether to buy coins.
| How you get it | How you get it | New or existing players | Purchase required? |
|---|---|---|---|
| No-deposit bonus (sign-up bonus) | Credited on registration or after account verification | New | No |
| First-purchase bonus | Extra Gold Coins, often with free Sweeps Coins, on your first coin package | New | Yes, optional |
| Daily login bonus | Free GC and SC each day you log in, sometimes growing with streaks | Both | No |
| Ongoing promotions | Referral rewards, races, social media giveaways, mail-in requests | Both | No |
Illinois Online Casino No Deposit Bonuses
First-Purchase Bonuses
First-purchase bonuses are the sweepstakes version of a standard online casino bonus. Buying your first Gold Coin package typically adds 100% to 200% extra coins, and many packages include free Sweeps Coins as a bonus. These offers are always optional and separate from the no-purchase sign-up bonus.
Daily Login and Existing-Player Bonuses
First-purchase bonuses are the sweepstakes version of a deposit match. Buying your first Gold Coin package typically adds 100% to 200% extra coins, and many packages include free Sweeps Coins as a bonus. These offers are always optional and separate from the no-purchase sign-up bonus.
Loyalty Points & Refer-a-Friend
For the most active Illinois online casino players, many sites let players earn rewards points as they make purchases and play with Sweeps Coins. Almost all of them also have a refer-a-friend deal, where you can share a unique link and receive free coins when your referrals make purchases.
Expert Insight:
I recommend prioritizing no deposit bonuses, as they generally have the best risk/reward ratio. It is worth noting that all do come with some type of playthrough requirement, so it can sometimes take a while before you get to a point where you can cash out.

What to Check Before You Claim a Bonus
1
Bonus terms, not just bonus size.
A bigger headline number is not better value if it carries a higher playthrough requirement or redemption minimum.
2
Which part is free.
Many offers pair a no-purchase sign-up bonus with a larger first-purchase bonus. Know which part requires spending money.
3
Game eligibility.
Bonus SC often counts toward playthrough only on certain games. Check before you start.
4
Redemption methods and minimums.
Most sites require 50 to 100 SC before you can redeem, by bank transfer, e-wallet, or gift card.
5
Verification requirements.
Some bonuses credit instantly, while others need ID checks first. Expect to provide your name, address, and date of birth.
How to Turn a Bonus Into a Cash Prize (Checklist)
Turning an Illinois online casino bonus into a redeemable balance takes time and consistent play.
- Playthrough requirements: Most sites require you to play bonus SC through once (1x) before it becomes redeemable. A 2.5 SC sign-up bonus at 1x means wagering 2.5 SC on eligible games. Some sites set 2x or 3x.
- Minimum redemption thresholds: Even after playthrough, you usually need 50 to 100 SC to redeem. Sign-up bonuses start well below that, so you build toward it through play, daily logins, and promotions.
- Game choice: Return to Player (RTP) is the share of wagers a game is expected to pay back over time. Higher-RTP games can stretch your SC further, though no single session is guaranteed. Find RTP in a game's info menu.
- Expiration window: Some bonus SC expires, and different promotions may run separate clocks. Track them so nothing lapses.
Illinois Gambling Snapshot: What’s Available?
Illinois has one of the largest legal gambling markets in the country, covering casinos, sports betting, video gaming terminals, and the lottery. Online casino games are the notable gap. Here’s where every category stands.
| Gambling Type | Legal | Details |
|---|---|---|
| Real Money Online Casinos | ❌ No | HB 4797, the Internet Gaming Act, would have authorized online slots, table games, poker, and live dealer play at a 25% tax rate with three skins per licensee. It stalled in committee in 2026 without a floor vote. |
| Real Money Poker | ❌ No | Illinois has never licensed online poker. It would have been covered by HB 4797 had that bill advanced. |
| Sweepstakes Casinos | ⚠️ Contested | Dozens of sites still accept Illinois players, but the Illinois Gaming Board issued 65 cease-and-desist letters in February 2026 calling them unlicensed online casinos. Most operators disputed the position and stayed. Several exited. SB 1705 would make the prohibition explicit. |
| Online Sports Betting | ✅ Yes | Legal since 2019 and now one of the biggest markets in the US, with $1.39 billion in handle in March 2026. Operators pay a graduated tax plus a per-wager fee of 25 cents on the first 20 million bets and 50 cents after that. |
| Retail Casinos | ✅ Yes | 17 licensed casinos statewide, including Rivers Des Plaines, Wind Creek Chicago Southland, Hard Rock Rockford, and the Bally's Chicago temporary casino. A record $1.9 billion in revenue in 2025. |
| Video Gaming Terminals | ✅ Yes | Roughly 48,700 terminals across nearly 8,700 licensed locations, the largest network in the country. Chicago legalized VGTs in its 2026 city budget. |
| Prediction Markets | ⚠️ Contested | The Gaming Board sent cease-and-desist letters to Kalshi, Robinhood, and Crypto.com in April 2025 and Polymarket in January 2026. The CFTC sued Illinois in April 2026, and Kalshi sued the state in June 2026 over new licensing and tax requirements. Unresolved. |
| Online Lottery | ✅ Yes | Illinois has sold lottery tickets online since 2012, one of the first states to do so. |
| Horse Betting | ✅ Yes | Pari-mutuel wagering and advance deposit apps are legal, overseen by the Illinois Racing Board. |
| Charitable Gaming | ✅ Yes | Bingo, raffles, and pull-tabs are permitted for licensed nonprofit organizations. |
Illinois Online Casino Games
Slots
The widest variety of an online casino game catalog is almost always found in the slots section, both at real-money online casinos and sweepstakes casinos. Slots offer the opportunity to hop into games with many different themes, features, bonuses, and formats. Video slots, three-reel steppers, jackpot and progressive jackpot slots, and more are all expected to be available at IL online casinos and can currently be found on sweepstakes casinos. You can learn more about the different types of slots on our real-money slots page, but below, we’ve listed some of the most popular and recognizable games you can expect to see once online casinos launch in The Prairie State. While not all of these games are available at sweepstakes casinos, players can find some, as well as similar options.
- 88 Fortunes: 88 Fortunes is the king of Asian-themed slots, one of the most popular subcategories available. You may recognize it from land-based casino floors. This game features free games, four tiers of jackpots, and more.
- Cleopatra: Cleopatra is an iconic name in the world of slots, and for good reason. The original Cleopatra slot has cemented itself as a fan favorite, and multiple variations have been released since then, including Cleopatra II, Cleopatra Gold, and more. While all of the Cleopatra slots offer different features, they all play off the same Ancient Egyptian theme that’ll have you enjoying every spin.
- Divine Fortune: We’d be remiss not to mention one of the most popular progressive jackpot slots available at online casinos. The progressive jackpot in Divine Fortune often reaches into six figures, setting up the potential for a massive win on any spin. Other bonus features are found here as well, such as free spins, which always have the chance to sweeten the pot.
Table Games
At sweepstakes casinos, as well as at real-money Illinois online casinos once launched, you can expect to find all of the classic table games that you’d find at a land-based or retail casino, but that’s not all. The benefit of online play is that you’ll also find unique variations of each game that you won’t find anywhere else. In addition to that, most online casinos offer lower minimum bets, so you can hop on the (virtual) tables for less than you’d expect. And, table games often feature the most player-friendly odds in the casino. Some games you can currently find at sweepstakes and social casinos, and expect in the IL online casino world once legalized, include:
Live Dealer Games
Live dealer games offer a unique online experience geared towards players who enjoy playing at land-based casinos. This category features table games and prize wheels run by real in-person dealers. That means your game is played on a real table, by a real person, and live-streamed directly to you. They also often feature chat, so you can interact with other players and the dealers themselves. While live dealer games are available at most real-money online casinos, they may be harder to find at sweepstakes casinos. However, as their popularity continues to grow, more and more sweepstakes casino apps are also adding them as an option.
Some of the most popular live dealer games include:
- Live Dealer Blackjack
- Live Dealer Roulette
- Live Dealer Baccarat
- Live Dealer Casino Poker (three-card poker, hold ‘em, etc.)
- Live Dealer Prize Wheel Games (spin the wheel for a chance at a prize. One example of this is Dream Catcher)
Other Games
There’s no limit to the variety of games an online casino can offer. Apps and websites aren’t limited by floor space, so players can find an incredible selection at both real money and sweepstakes casinos. Some of the more niche games you can find include:
- Keno
- Scratch Offs
- Online Bingo
- Virtual Sports
- Crash Games
History of Gambling in Illinois
Illinois has expanded legal gambling in waves, usually when the state needed revenue. Each wave added a new vertical rather than replacing the last, which is why the state now runs casinos, racinos, sportsbooks, a lottery, and the largest video gaming terminal network in the country all at once.
1
1990: Riverboat casinos legalized
Illinois becomes the second state after Iowa to authorize riverboat gambling, with boats required to cruise while gaming is underway.
2
1999: Dockside gaming approved
The cruising requirement is dropped, letting riverboats operate permanently docked. Revenue climbs sharply.
3
2009: The Video Gaming Act passes
VGTs are legalized in bars, restaurants, truck stops, and fraternal organizations, seeding what becomes the biggest terminal network in the US.
4
2012: The lottery goes online
Illinois becomes one of the first states in the country to sell lottery tickets over the internet.
5
June 2019: Sports betting and a six-casino expansion
The Rebuild Illinois package legalizes retail and online sports betting and authorizes six new casinos, including one in downtown Chicago and five in the suburbs. The first sportsbooks launch in March 2020.
6
2021 to 2025: Four failed iGaming attempts
Rep. Edgar Gonzalez Jr. introduces the Internet Gaming Act in successive sessions, starting with HB 3142 in 2021. Each version dies in committee. Senate companions from Sen. Cristina Castro fare no better.
7
2023 to 2025: The new casinos open
Bally’s Chicago opens a temporary casino at the Medinah Temple, Hard Rock Casino Rockford opens permanently, and Wind Creek Chicago Southland launches. All three finish among the state’s top five earners in 2025.
8
July 2024 and July 2025: Sports betting taxes rise twice
The flat 15% rate is replaced by a graduated structure, then a per-wager fee is added at 25 cents per bet for the first 20 million wagers and 50 cents thereafter. The fee generates $60 million in the first six months of fiscal 2026, well above projections.
9
February 5, 2026: The Gaming Board targets online casinos
The IGB and Attorney General’s office send cease-and-desist letters to 65 sweepstakes-model operators, asserting they violate the Illinois Criminal Code. Only a handful comply.
10
February 2, 2026: HB 4797 filed and stalled
Gonzalez refiles the Internet Gaming Act with a 25% tax, a $250,000 license fee, and up to 51 branded platforms across existing casino and racetrack licensees. It stalls in committee again.
11
2026: Prediction markets go to court
The CFTC sues Illinois in April to assert federal jurisdiction over event contracts. Kalshi sues the state in June to block new licensing and tax requirements taking effect July 1.
12
Looking Ahead
Illinois has the population, the sports betting infrastructure, and the budget pressure that usually precede iGaming legalization. What it also has is a VGT lobby with 48,700 machines to protect and organized labor lined up against expansion. Until that math changes, the Internet Gaming Act is likely to keep dying in committee.
Retail Casinos in Illinois
Illinois licenses 17 casinos, a number that has grown fast since the 2019 expansion law authorized six new properties. Everyone on the floor must be 21 or older.
Rivers Casino Des Plaines is the dominant property by a wide margin, generating roughly a quarter of all statewide casino revenue on its own. Wind Creek Chicago Southland, a $529 million property in East Hazel Crest, and Hard Rock Casino Rockford both completed their first full years in 2025 and immediately landed in the state’s top five. Grand Victoria in Elgin, Hollywood Casino Joliet, Harrah’s Joliet, Full House’s American Place in Waukegan, and Walker’s Bluff in southern Illinois round out the larger operators.
Bally’s runs the only Chicago casino license, currently operating a temporary floor at the Medinah Temple in River North while it builds a $1.7 billion permanent resort in River West. The permanent property has faced deadline pressure, and legislation was introduced in 2026 to extend the opening window.
Statewide, Illinois casinos generated a record $1.9 billion in 2025, making it the second fastest-growing land-based commercial casino market in the country. Sports betting added another $1.48 billion in revenue. Separately, video gaming terminals in bars, restaurants, and truck stops produced more than $2.91 billion through November 2025, comfortably outearning the casinos themselves.
Responsible Gambling in Illinois
Responsible gambling tools at Illinois online casinos vary by site, and sweepstakes casinos are not covered by the state's regulated-casino protections. Set your own limits before you play.
- Use site tools. Most sweepstakes casinos let you set purchase limits, take a cooling-off break, or self-exclude from your account settings.
- Treat bonuses as entertainment. No-deposit bonuses are a way to explore sites, not a source of income. Turning one into a cash prize takes time and is never guaranteed.
- Redeem regularly. Don't leave a large Sweeps Coins balance sitting on a site whose Illinois availability could change.
- Get support. Call or text 1-800-GAMBLER for free, confidential help, 24/7. The Illinois Gaming Board runs a self-exclusion program for licensed casinos and sportsbooks.
Illinois Online Casinos: Bottom Line
You don’t need to drive to Des Plaines or Rockford to play casino games in Illinois. The sites ranked above offer slots, blackjack, roulette, and live dealer tables on your phone, with a free entry method on every one of them and the option to redeem Sweeps Coins for cash or gift cards. Start with the top of our Bonus Power Index rankings and claim the no-purchase welcome bonus before you consider buying coins.
Play with your eyes open, though. The Illinois Gaming Board has publicly taken the position that these platforms are unlicensed online casinos, and while most operators dispute that and continue serving the state, several have already pulled out. Verify that a site still accepts Illinois players before you register, and don’t leave a large Sweeps Coins balance sitting unredeemed.
Real money online casinos are a separate question, and the answer has been the same for four years running. The Internet Gaming Act has been introduced in every session since 2021 and has never made it out of committee. With nearly 48,700 video gaming terminals in Illinois bars and restaurants and organized labor opposed, the opposition is structural rather than philosophical. Expect another attempt in 2027 and another fight over cannibalization.
Illinois Online Casino & Bonus FAQ
Real money online casinos are not legal in Illinois. The Internet Gaming Act has stalled in committee in every session since 2021. Sweepstakes casinos still accept Illinois players, but the Illinois Gaming Board and Attorney General issued cease-and-desist letters to 65 of them in February 2026, arguing they violate state law. Operators disagree, and no court has settled it.
Some are, yes, with a handful of sweepstakes-model sites that still accept Illinois players. You unlock free Sweeps Coins through sign-up bonuses, daily logins, mail-in requests, or as a bonus attached to a Gold Coin purchase. Once you play those SC through, you can request a redemption for cash or a gift card. Most sites process cash redemptions by bank transfer or digital wallet, require identity verification first, and set a minimum threshold, often around 50 SC.a
The best Illinois online casino bonus for most players is a no-deposit sign-up offer with a low playthrough requirement. Compare the free Sweeps Coins amount against its playthrough and the site’s minimum redemption, not just the headline coin total.
Yes, on sweepstakes sites that still accept Illinois players. Free Sweeps Coins from sign-up bonuses, daily logins, and mail-in requests can be redeemed for cash or gift cards after playthrough. Most sites require identity verification and a minimum of 50 to 100 SC.
No. No-deposit bonuses are credited for signing up, sometimes after account verification. Larger first-purchase bonuses are optional and separate.
Gold Coins are for fun play only and have no cash value. Sweeps Coins can be redeemed for cash or gift cards once you meet a site’s playthrough requirement and minimum redemption threshold.
You must be 21 to enter a casino, play a VGT, or bet on sports in Illinois. The lottery, pari-mutuel wagering, and charitable gaming are open at 18. Sweepstakes casinos set their own minimums, typically 18 or 21.
