Retail Casinos in Illinois
Illinois licenses 17 casinos, a number that has grown fast since the 2019 expansion law authorized six new properties. Everyone on the floor must be 21 or older.
Rivers Casino Des Plaines is the dominant property by a wide margin, generating roughly a quarter of all statewide casino revenue on its own. Wind Creek Chicago Southland, a $529 million property in East Hazel Crest, and Hard Rock Casino Rockford both completed their first full years in 2025 and immediately landed in the state’s top five. Grand Victoria in Elgin, Hollywood Casino Joliet, Harrah’s Joliet, Full House’s American Place in Waukegan, and Walker’s Bluff in southern Illinois round out the larger operators.
Bally’s runs the only Chicago casino license, currently operating a temporary floor at the Medinah Temple in River North while it builds a $1.7 billion permanent resort in River West. The permanent property has faced deadline pressure, and legislation was introduced in 2026 to extend the opening window.
Statewide, Illinois casinos generated a record $1.9 billion in 2025, making it the second fastest-growing land-based commercial casino market in the country. Sports betting added another $1.48 billion in revenue. Separately, video gaming terminals in bars, restaurants, and truck stops produced more than $2.91 billion through November 2025, comfortably outearning the casinos themselves.
