Caesars Entertainment has debuted its Horseshoe Online Casino in Pennsylvania—expanding to a second state just weeks after launching in Michigan. The Horseshoe is one prong in Caesars’ multi-brand online casino strategy, which delivers its “iconic” Las Vegas brands “into the palm of users’ hands.”
The launch sees Horseshoe’s desktop platform and mobile app—which pays homage to the legendary Vegas casino brand—join Caesars’ other online casino brands, Caesars Palace Online Casino and Tropicana Online Casino in Pennsylvania.
When Horseshoe Michigan launched, Matt Sunderland, Caesars Digital’s SVP and chief igaming officer, said the brand is “anchored by a promise” to put players first.

In its earlier announcement, Caesars said that Horseshoe Online Casino, like its Vegas namesake, embodies the brand’s “most rewarding” and “where legends are made” story.
Since its inception, Horseshoe has been positioned as a leader in appealing to the savvy casino gamer. Its introduction into the online casino space aims to build onto this position by offering casino games featuring Horseshoe iconography, high-limit slots, specialty table games, and an expanded library of progressive jackpots.

According to PlayPennsylvania, a Pennsylvania Caesars user said he was able to log in with an existing username and password. But, while he did not have to create an account, the wallet was not shared between platforms. So, it appears that Caesars users can easily play on Horseshoe and vice versa, but keep their account balances on the two sites separate.
Games-wise, Caesars’ Horseshoe platform features a deep collection of exclusive, custom-branded titles, thanks to strategic partnerships with leading game suppliers.

The unified loyalty program covers all Caesars’ products—brick-and-mortar and online destinations—even its free-to-play games on Facebook. So, players in Pennsylvania can earn Caesars Rewards points at Horseshoe, Tropicana, and Caesars Palace Online Casinos and when visiting Harrah’s Philadelphia Casino Racetrack.
Players progress through six loyalty tiers by accruing points, with each level offering greater player rewards. Benefits range from free bets or wagers to deals on hotel stays, complimentary Uber Eats deliveries, and the chance to win real-world experiences.

Horseshoe Will Expand to More States, Ontario
As noted, Caesars already operates two online casinos in Pennsylvania. However, the Pennsylvania Gaming Control Board (PGCB) does not cap the number of online casino brands a licensee can operate.
In Pennsylvania, Caesars is offering customers another way to access its product in the US’s top online casino market. In addition to Caesars Palace and Tropicana, Caesars Sportsbook is also available for Pennsylvania’s players with a sports-focus.
The move also follows Caesars’ efforts to tie its retail properties to bespoke online content:
- Naming its pure-play online casino after its flagship property (Caesars Palace Online Casino)
- Offering bespoke games with retail imagery and branding, including a Lady Luck title at Caesars Palace
- Operating Harrah’s Online Casino (only in New Jersey).
In other states, operators—including Caesars in Michigan and New Jersey—have found value in offering multiple brands. BetMGM, for instance, operates Borgata Online, Party Casino, and Wheel of Fortune Casino, in addition to its original branded product.
With regulatory approvals, Caesars will launch Horseshoe’s “elevated experience” in its other online casino states: West Virginia and New Jersey. Caesars also has plans to launch Horseshoe in Ontario, Canada.
