The group No Casinos, which dubs itself “Florida’s leading anti-gambling watchdog,” argues that a compact of this nature would require a popular vote per the Florida Constitution. FanDuel and DraftKings are already lobbying to place sports betting on a voter referendum in case legal challenges to the gaming compact are successful. A referendum wouldn’t come until 2022.
